Term Definition
Drawdown
Trips providing a connection to a station or a stop on the public transport network. Travelers coming by car (driver) or by bicycle (if they do not board it), generate a demand for intermodal parking See also Broadcast .
Report of the delegate
Document produced and submitted annually by the delegatee of a public service. This report presents in particular the accounts of the operation's activity and the elements of analysis of the conditions of execution of the public service. Its production is made compulsory and listed in the General Code of Territorial Communities (Article L 1411-3). See also Delegation of public service
Compulsory Prior Administrative Appeal (RAPO)

The recipient of a FPS who disputes the existence or the amount thereof must begin by seeking an amicable agreement with the department that issued it, by filing an administrative appeal. The RAPO can be filed before or after the payment of the FPS. It is a mandatory prerequisite for any referral to the CCSP .

Royalty fee
1- Amount that the user of on-street parking must pay as part of the decentralization of paid on-street parking . It can be an immediate payout or an FPS .
2- Amount paid by the delegate to his delegating authority for the delegated service under the terms set by the delegation contract.
Management
Mode of direct management of a public service by a local authority which comes in two forms:
  • management or financially autonomous. In the second case only, the management of the service gives rise to the establishment of a budget annexed to that of the general authority. The service is run by agents dependent on the community and is entirely financed by it;
  • personalized management, that is to say with the creation of a legal personality, carrying financial autonomy. There is then the creation of a public person (public institution) separate from the community which has its own administrative bodies, an independent budget, assets and personnel.
Resident
In a session of June 9, 1994, the Dictionary Commission decided to extend the use of the name resident to designate a person who, by choice or function, lives in a country, a city, a street, a residence.
The present participle residing will be used as an adjective, but not as a noun. See also Residential parking .
Spin
Phenomenon of replacement of a article R311-1 du Code de la route ; soit essentiellement les poids lourds (camions et autocars), les voitures et camionnettes (véhicules personnels et véhicules utilitaires) et les deux-roues (deux-roues motorisés et vélos).">vehicle by another. Rotation (survey)
The rotation survey (or RPM) consists of monitoring, hour by hour, the presence of vehicles identified by part of their registration number. It aims to better know the duration of parking by time of day or week.
load break
Interruption of travel (or transport of goods) required by the change of mode of travel (or transport) between two places. See also Intermodality .
Denver clog
(or immobilizer clamp) Device that locks a wheel and thus immobilizes a vehicle. The highway code precisely defines the conditions for immobilizing vehicles.
Charging station
Parking spaces equipped for charging electric vehicles.
Parking
For the Highway Code (Art. R110-2), it is the "immobilization of a vehicle on the road outside the circumstances characterizing the stop ". By adding off-street parking, a vehicle remains parked for around 95% of its time.
Abusive parking
"Uninterrupted parking of a vehicle at the same point on the public highway or its outbuildings, for a period exceeding seven days or for a period less than but exceeding that fixed by order of the authority vested with police power." (Article R417-12 of the Highway Code.)
Long term parking
Parking regulations on public roads accepting durations of 4 hours or more and up to several days. Opposes rotating parking .
Mixed paid parking
Paid parking where motorists of different statuses are admitted. Example: mixed rotating and residential parking.
Residential parking
Parking regulations providing for a specific status for the inhabitants of a zone concerned, provided with a permit. This is most often a derogation from a time limit or a preferential rate.
Rotating parking
Parking regulations on public roads with a maximum parking time generally between 1 hour and 3 hours. Opposes long-term parking .
Park
It is advisable to avoid the faulty formulation “se parker ” because this verb is not pronominal: one can “se parker” or “se parker but one “stationne”.
Overnormalization
Systematic creation of garage spaces beyond the standards of the PLU (Local Urban Plan), on the occasion of real estate operations which are carried out in the districts with the greatest shortage of parking spaces.
"Small riders" rate
Colloquial expression to designate the principle of a preferential rate for residents giving up regular use of their car, that is to say making a small number of monthly outings. Additional outings beyond the quota are billed per unit. This principle was implemented in Lyon under the name “ Home subscription ” in 1998.
Household car ownership rate

Ratio between the number of households that own at least one car and the total number of households identified in a given area. Not to be confused with household motorization rate .

Ban rate
Ratio between the instantaneous number of vehicles parked prohibited, and the total number of vehicles parked (authorized and prohibited).
Occupancy rate
Ratio between the instantaneous number of vehicles in authorized spaces, and the number of authorized spaces. This rate can be calculated for each regulatory category: free, blue zone , paid rotating, etc.
Congestion rate
Ratio between the instantaneous number of parked vehicles (authorized and prohibited), and the number of authorized spaces.
FPS rate
Ratio between the number of vehicles for which a post-parking package notice (FPS) has been issued, and the number of vehicles parked on a paid parking space and not having a valid parking right ( hourly , subscription or exemption).
Household motorization rate
Average number of cars available to households. Not to be confused with the household car ownership rate .
Payment rate
Ratio between the instantaneous number of regularly parked vehicles and the number of paying spaces. This ratio combines the occupancy rate and the compliance rate .
Compliance rate
Ratio between the instantaneous number of regularly parked vehicles, and the number of vehicles parked in paid spaces (excluding vehicles exempt from the fee ) or in the blue zone (disc zone).
Turnover rate
Ratio between the number of vehicles detected parked in authorized spaces, over a given period, and the number of authorized spaces. See also Rotate .
Verbalization rate
Ratio between the instantaneous number of vehicles fined and the total number of vehicles in violation at the same time.
For paid parking, since January 1, 2018, see FPS rates .
Search time
Average time taken to find an available authorized parking space, as well as the average distance between the place of destination and the space found. Search time surveys provide useful indicators in saturated or near-saturated sectors.
Average ticket
Average price paid by motorists in a parking zone.
Single title
Single payment ticket that can be used for one or more modes of transport, which may include access to one or more car parks.
Vehicle
In terms of parking and mobility studies, urban vehicle defined in article R311-1 of the Highway Code ; i.e. mainly heavy goods vehicles (trucks and coaches), cars and vans (personal vehicles and commercial vehicles) and two-wheelers (motorized two-wheelers and bicycles).

Vehicle that remains parked in the same place for a very long time, on the road or on the road.

cargo bike
Bicycle intended for the transport of loads or people, with two (two-wheeled) or three (three-wheeled) wheels, equipped with a trunk, a tray or a tray, at the front or at the back.
Self-service bicycles (VLS)
Automated system for making bicycles available ( rental or loan, with or without subscription) for a short period (a few minutes or tens of minutes) and generally making it possible to return the bicycle elsewhere than where it was taken.
Waiting bicycles are attached to a dedicated terminal, therefore parked in a space reserved for this service, on the road. Note: Some stations offer specific advantages, particularly in terms of borrowing time, for example at a terminal station on a tram line (Vcub+ in Bordeaux) or at an "altitude" station (bonus V'+ for Vélib' in Paris) .
Velostation
This neologism with still uncertain employment generally designates a multi-service place combining secure parking for bicycles, often guarded, with various services (rental, repair, etc.). Written in one word or two, it is also a proper noun (association, stores).
Visitor
Motorist coming to park in a given place on an occasional basis. The parking time for visitors is generally low (less than 2 or 3 hours). See also Schedule .
blue zone
Regulated area with free parking for a limited time, controlled using a parking disc affixed behind the windscreen.
Area of ​​influence
Entire urban sector where parking conditions will be modified when the parking lot opens (or closes). The zone of influence has a radius a priori twice as large as the radius of the Generation zone .
Generation area
(or catchment area) Geographical area made up of all the destination points likely to be served by a car park. Note: it is generally accepted as a first approximation that the generation zone extends within a radius of 300 meters; it is however influenced by surrounding competing offers and urban divides. Meeting area
This regulation created in 2008 does not in itself restrict traffic but limits speed to 20 km/h with priority for pedestrians on the road. Parking is inconvenient (second class fines, even immobilization and impoundment) outside the spaces provided for this purpose (Highway Code, Art. 417-10)
