Term Definition
Drawdown
Trips providing a connection to a station or a stop on the public transport network. Travelers coming by car (driver) or by bicycle (if they do not board it), generate a demand for intermodal parking See also Broadcast .
Report of the delegate
Document produced and submitted annually by the delegatee of a public service. This report presents in particular the accounts of the operation's activity and the elements of analysis of the conditions of execution of the public service. Its production is made compulsory and listed in the General Code of Territorial Communities (Article L 1411-3). See also Delegation of public service
Compulsory Prior Administrative Appeal (RAPO)

The recipient of a FPS who disputes the existence or the amount thereof must begin by seeking an amicable agreement with the department that issued it, by filing an administrative appeal. The RAPO can be filed before or after the payment of the FPS. It is a mandatory prerequisite for any referral to the CCSP .

Royalty fee
1- Amount that the user of on-street parking must pay as part of the decentralization of paid on-street parking . It can be an immediate payout or an FPS .
2- Amount paid by the delegate to his delegating authority for the delegated service under the terms set by the delegation contract.
Management
Mode of direct management of a public service by a local authority which comes in two forms:
  • management or financially autonomous. In the second case only, the management of the service gives rise to the establishment of a budget annexed to that of the general authority. The service is run by agents dependent on the community and is entirely financed by it;
  • personalized management, that is to say with the creation of a legal personality, carrying financial autonomy. There is then the creation of a public person (public institution) separate from the community which has its own administrative bodies, an independent budget, assets and personnel.
Resident
In a session of June 9, 1994, the Dictionary Commission decided to extend the use of the name resident to designate a person who, by choice or function, lives in a country, a city, a street, a residence.
The present participle residing will be used as an adjective, but not as a noun. See also Residential parking .
Spin

Rotation (survey)
The rotation survey (or RPM) consists of monitoring, hour by hour, the presence of vehicles identified by part of their registration number. It aims to better know the duration of parking by time of day or week.
load break
Interruption of travel (or transport of goods) required by the change of mode of travel (or transport) between two places. See also Intermodality .
