Compulsory Prior Administrative Appeal (RAPO)	The recipient of a *FPS* who disputes the existence or the amount thereof must begin by seeking an amicable agreement with the department that issued it, by filing an administrative appeal. The RAPO can be filed before or after the payment of the FPS. It is a mandatory prerequisite for any referral to the *CCSP* .
