The major role of parking for mobility policies
After years of invasion of public spaces by car parking, communities have, over the last 3 decades, become aware of the importance of its role in regulating mobility practices.
Parking policies therefore naturally fit into a broader strategy, playing on a leverage effect, in order to encourage some motorists to use alternative modes of transport to the car. Beyond this now well-known function, changes in economic constraints, new aspirations in terms of the development of public space and above all new mobility practices are bringing parking into a new, more complex dimension, requiring the development of new tools.
To assist them in this, Sareco helps local authorities to define their strategy guiding their parking policy and to implement it operationally in the form of a parking plan at the scale of the agglomeration, the city or the district. .

As part of missions relating to the parking policy of a community, the intervention of Sareco consists of:
- Carry out an analysis of the current situation by category of motorists: residents, commuters , visitors, but also all specific uses (people with reduced mobility, delivery, craftsmen, etc.). In order to objectify the situation, we generally carry out expert visits and field surveys: inventories, occupation, rotation , compliance with regulations, etc. ;
- Formulate a diagnosis, enriched with comparisons with other territories presenting similar operating characteristics; Sareco's extensive database is an important asset in this area;
- Define a general parking strategy for mobility and urban planning: what uses do you want to give priority to, in which sectors, etc.? ;
- Formulate recommendations adapted to the objectives set, taking into account the urban, legal, economic and social context;
- Define the operational set-up of these recommendations: terms, schedule, financing, etc. ;
- Control the implementation phase;
- Set up a parking observatory and update it.
