Glossary of parking and mobility
Some definitions are taken from the methodological guide "Parking surveys" published by CEREMA (November 1997, republished in October 2000).

| Leasehold | A contract by which a public entity entrusts to a private or public entity (the lessee) the right to operate, at its own risk and peril, a work (performance of a public service) that it makes available to it, in return for a usage fee paid by the lessee and deducted from the revenues of the operation. | Public road surveillance officer (ASVP) |
An agent not belonging to the state enforcement agencies, responsible in particular for recording violations related to stoppingand parking vehicles. To this end, an ASVP ( Agent de Surveillance de la Voie Publique - Public Roadway Surveillance Agent) must be approved by the Public Prosecutor and sworn in.

An agent is permanently present on-site to collect parking fees.

| Delivery area |
A zone, usually located on a public road, is reserved for the delivery of goods. In some municipalities, it may be open to short-term parking at certain times or to residential parking . Delivery areas may also be set up in multi-story car parks. See also ELU.

| Parking area for motorhomes |
This is a parking area; camping is not permitted. However, the parking area is often equipped with water and electricity hookups, as well as a service area for emptying wastewater.

| Pedestrian area |
The pedestrian nature of these areas was reinforced in 2008. Parking is prohibited, "with the exception of bicycles in the spaces provided for this purpose" (decree of December 16, 2010).

| Amodier |
To transfer, in exchange for payment, the exclusive right to a concession until its expiration, and sometimes beyond, for a small portion of the facility (for example, a parking space). The beneficiary of such a lease is called the lessee. They pay annually their share of the operating costs corresponding to the leased space. The lessee's rights are transferable, subject to the contractual terms.

A fixed bicycle parking device that stabilizes and secures bicycles by the frame and one or two wheels. This type of furniture often takes the form of a simple inverted U-shaped bracket; it is inexpensive, effective, and safe.

| Stop |
"Temporary immobilization of a vehicle on a road for the time necessary to allow passengers to get in or out, or for the vehicle to be loaded or unloaded, with the driver remaining at the controls or nearby so that they can move the vehicle if necessary" (Highway Code, Art. R110-2).
Outside of these circumstances, it is considered parking. |
| Minute stop |
A space reserved for short-term parking, generally between 5 and 20 minutes, depending on local regulations. Note: The term "stop" here should not be understood in its legal sense but in its everyday meaning, since parking is indeed permitted (the driver can move away from their vehicle). | car sharing |
A car-sharing system made available by a private, public, or non-profit operator to individuals or groups of individuals who pay a fee for using the vehicle, with or without a subscription.
Note: The spelling "autopartage" without a hyphen was used in the 2012 legislation that created the label. The spelling "auto-partage" has been used in legislation since 2015. |
| Mobility organizing authority (AOM) |
A public institution, whether municipal, departmental, inter-municipal, or regional, with jurisdiction over the organization of travel and mobility policy within its area of responsibility. It succeeds the Transport Organizing Authority (AOT) to include modes of transport other than public transport.

| Emphyteutic lease |
A leasehold agreement, with a term of between 18 and 99 years, grants the lessor (leaseholder) a real property right (emphyteusis), which can be mortgaged and cannot be tacitly renewed. In the context of parking, such an agreement may apply to multi-story car parks.

| Trivialization |
The practice of assigning parking spaces to a public parking lot is a method of operation that grants subscribers access to a parking facility without specifying which space they should use: each person takes whatever available space suits them. The main advantage of this method is that it allows for a greater number of users, at the same capacity, by leveraging the non-coincidence of peak parking demand: spaces vacated by some at a given time can be occupied by others (a phenomenon of occupancy and complementarity).
An example of complementarity is the high concentration of shoppers on Saturdays, a time when office workers are away. However, a parking lot can also be operated with reserved, numbered spaces (primarily for rentals). |

| Charging station |
Wall-mounted or freestanding unit, generally including one or two charging points, thus allowing the charging of one or two electric vehicles.

| Motorhome | These motorhomes, whose layout allows for a certain degree of self-sufficiency, are not subject to specific parking restrictions. However, local parking regulations may impose size or weight limits on vehicles. On the other hand, tourist towns are increasingly developing dedicated motorhome areas equipped with certain amenities. See also: Motorhome |
| Subscription or rental card |
Card issued to subscription or rental holders. It allows, if desired, the holder's access to be limited in time or space, for example:

| Parking permit for disabled people | This card is registered to a specific individual. Whether the holder is a driver or a passenger, it entitles them to use parking spaces reserved for people with disabilities and allows free parking in on-street paid parking in several countries, including France. It is sometimes called a European parking card. It replaced the GIC and GIG , the last of which lost their validity on January 1, 2011, and it is itself being progressively replaced by the CMI since mid-2017. |
| Mobility Inclusion Card (CMI) |
The Disability Inclusion Card (CMI) bearing the mention "parking for disabled persons" grants access to reserved spaces and free on-street paid parking. From 2017, it gradually replaced the Disability Parking Card, except for individuals covered by the Military Disability Pension Code and war victims.

| Mobility Center |
A set of products and services made available to an individual during their travels, either at a single location or through a multimodal information system. The information provided includes, in principle, information relating to the parking of individual vehicles (cars, motorcycles, bicycles).

| Smart charging |
A control system for electric vehicle charging stations that distributes available power among connected vehicles. The power allocated to each vehicle can therefore vary depending on the number of vehicles whose batteries are not fully charged. The power delivered can also vary according to peak production and consumption experienced by the electricity grid operator.

| Commission for Disputes Concerning Paid Parking (CCSP) |
A national court established in 2018 to adjudicate disputes concerning paid parking, located in Limoges, hears appeals against either a fixed penalty notice (FPS) following an administrative appeal (RAPO) or an increased FPS. To file a claim, the original or increased FPS amount must have been paid beforehand. Its decisions can be appealed to the Council of State.

| Concession |
A contract by which a public entity (the grantor) entrusts the financing and construction of a project to a private or public entity (the concessionaire), which is remunerated in whole or in part by the right to operate the project at its own risk (performance of a public service) for a specified period.
The project reverts to the grantor at the end of the concession. |
| Bicycle storage or locker |
A cabinet, sometimes with wire mesh, allowing a cyclist to securely lock up their bicycle, often for a fee.

| Costation |
A method of sharing a single private parking space among several users. For example, the owner of a residential parking space who does not use it during the day can make it available to someone who works nearby. See also: Standardization.

| Carpooling |
An organized or informal system for making available seats in a vehicle for a given journey, with or without sharing travel costs. This system was provided for in the Grenelle II environmental law and incorporated into Law No. 2014-58 of January 27, 2014, on the modernization of territorial public action and the strengthening of metropolitan areas.

| Cycle |
"A vehicle having at least two wheels and propelled exclusively by the muscular energy of the persons on board, in particular by means of pedals or cranks" (Highway Code, Art. R311-1, 6.10).
Note: In Belgium, a bicycle without a cyclist ceases to be a vehicle and becomes a simple object; its temporary parking is then permitted on sidewalks provided it does not obstruct traffic. |
| Pedal-assisted bicycle |
" A bicycle equipped with an auxiliary electric motor with a maximum continuous rated power of 0.25 kilowatts, the power supply of which is progressively reduced and finally cut off when the vehicle reaches a speed of 25 km/h, or earlier if the cyclist stops pedaling." (Highway Code, Art. R311-1, 6.11) Commonly called an "electrically assisted bicycle" or e-bike.

| Parking decentralization |
A system of paid on-street parking in which the amount a motorist incurs for misuse of the service is set by the local authority responsible for parking policy, and not by the state. This system was introduced in Law MAPTAM , on the modernization of local public action and the strengthening of metropolitan areas (Art. 63). See also Decriminalization and Post-Parking Fee.

| Public service delegation |
According to Law No. 2001-1168 of December 11, 2001, this is a "contract by which a public legal entity [the delegator] entrusts the management of a public service for which it is responsible to a public or private delegate [the delegate], whose remuneration is substantially linked to the results of the service's operation. The delegate may be responsible for constructing works or acquiring assets necessary for the service."

| Decriminalization of parking |
Legal framework for on-street parking, whereby the legislature has changed the status of the penalty for non-compliance with on-street parking rules from a criminal offense (first-category violation) to a local post-parking fee ( Article 63 of the Law of 27 January 2014 on the modernization of territorial public action and the strengthening of metropolitan areas - MAPTAM). | Drop-off point | A designated stopping area, intended for dropping off or picking up passengers (train station, airport, school, etc.), sometimes authorized for very short-term parking (a few minutes). See also Minute Stop |
| Motorized two-wheeler |
The term "motorized two-wheeler" includes motorcycles, scooters, and other mopeds, excluding bikes , which are classified as bicycles. two-wheelers may be eligible for designated parking spaces. Local regulations may or may not differentiate between designated parking spaces for motorized two-wheelers and those for bicycles.

| Diffusion | Dispersion of travelers leaving a train station or public transport stop to reach their final destination. In the morning, some commuters complete their journey with a personal bicycle that remains parked at the station overnight and on weekends. See also Reduction. |
| Parking disc | A parking disc is a device that controls the duration of on-street parking and records the arrival time. Parking is free. The maximum permitted time depends on local regulations. It is generally around 2 hours in blue zones to encourage vehicle turnover . The current parking disc model, mandatory in France since January 1, 2012, is valid throughout the European Union; it is therefore often called the "European parking disc."

| Electromobility |
This neologism usually applies to the field of individual electric mobility: cars, scooters, bicycles, etc. It inherently includes the issue of electric charging while parked. Note: some public transport systems (including trains, trams, buses, and trolleybuses) have been electrified for quite some time.

| Wreck | Vehicle clearly unroadworthy and technically or economically irreparable. Note: bicycles missing only the saddle are not considered wrecks, as some cyclists remove the saddle to prevent theft. |
| Corner (parking in ~) | Organization in which the axis of the parking spaces and that of the traffic lane are neither perpendicular nor parallel. See also perpendicular and longitudinal parking .

| Urban Logistics Space (ELU) |
A goods receiving and redistribution platform, pooling flows and streamlining resources, located in urban areas inside or outside buildings, whether permanent or temporary. The local reorganization of exchanges and flows aims to optimize the circulation of goods in the city while reducing vehicle movements, environmental impact, and service costs.

| Yoke | Bicycle parking devices are discouraged by all cycling associations. These "wheel clamp" type racks only hold the bicycle by part of the wheel, risking bending it; they do not secure or attach the bicycle by the frame. Bracket-style bike racks do not have these drawbacks, as they combine frame support with wheel locking. See also: Bike rack |

| Expansion |
The phenomenon whereby not all parking permit holders are present in a parking lot simultaneously. The "diversity factor" for a category of permit holders is equal to the ratio between the maximum number of permit holders present at the same time and the total number of permit holders. Example: the diversity factor for the "office workers" category is frequently around 0.65. |
| Post-Parking Package (FPS) |
A fixed penalty fee is payable for on-street parking when the fee for the entire parking period has not been paid, or has been insufficiently paid, at the start of parking (known as immediate payment). The fixed penalty fee (FPS) has replaced criminal fines for parking violations since January 1,2018 (decriminalization). Its amount varies from one municipality to another, and even from one neighborhood to another or one category of user to another (decentralization).
