"Temporary immobilization of a vehicle on a road for the time necessary to allow passengers to get in or out, or for the vehicle to be loaded or unloaded, with the driver remaining at the controls or nearby so that they can move the vehicle if necessary" (Highway Code, Art. R110-2).
Outside of these circumstances, it is considered parking.
