Decriminalization and the role of ANTAI in video

March 20, 2017

A short video to understand how FPS works and how ANTAI intervenes in the context of the decentralization of paid on-street parking

The National Agency for the Automated Processing of Offences (ANTAI) has published a video which presents in 1 min 49 s the processing chain of a post-parking penalty notice (FPS).

It begins with the initial report that triggers the issuance of a parking fine by a sworn officer, and ends with the forced collection phase if payment is not received after three months. Most importantly, the video explains to local authorities how to access the services of the ANTAI (National Agency for Automated Offense Processing), detailing the procedures and timeline.

As a reminder, the law grants ANTAI the monopoly on sending parking fine notices by mail to the homes of those liable for payment. Therefore, local authorities are required to use ANTAI's services:

  • Optional during the amicable phasethat is to say during the 3 months following the issuance of the FPS, a period left to the debtor to spontaneously pay the amount due.
    • If the payment notice is placed on the vehicle, the liable party pays the parking fine according to the instructions on the notice. The local authority may operate this service itself or contract it out to a service provider.
    • Otherwise, the local authority signs an agreement with ANTAI so that it or its service provider can transmit the necessary data for the FPS to be sent by mail.
  • Mandatory for forced recovery : only ANTAI can issue the enforcement order. The FPS is then increased by €50.
