Control
A method of direct management of a public service by a local authority, which takes two forms:
  • The service is operated without legal personality, which can be either simple or financially autonomous. In the latter case only, the management of the service results in the establishment of a budget separate from the general budget of the local authority. The service is carried out by agents dependent on the local authority and is entirely financed by it;
  • The personalized management, that is to say with the creation of a legal personality, entailing financial autonomy. There is then a creation of a public entity (public establishment) distinct from the local authority which has its own administrative bodies, an independent budget, assets and staff.
