Glossary of parking and mobility

Durée pendant laquelle l’automobiliste peut circuler et sortir du parc après avoir réglé le paiement de son stationnement. Cette durée varie selon la configuration du parc de stationnement.

The duration during which a motorist can drive, or even park, in a car park and then exit without paying. This duration may vary depending on the car park. It may be defined, where applicable, within the framework of the public service delegation.

Parc de stationnement non affecté exclusivement à un générateur spécifique, qui a été construit pour desservir le quartier environnant, contrairement au garage privé qui a une vocation de desserte exclusive d’un immeuble.
Il peut proposer des places à la vente, à la location ou en abonnement aux habitués du quartier, et /ou pour une durée allant du quart d'heure à quelques jours pour des visiteurs occasionnels.

A typically illuminated device that allows a driver to identify and thus directly access available parking spaces. Currently being progressively deployed in multi-story car parks, this system is beginning to be implemented on public roads. See also Signage.

A parking meter is an automated machine that issues a limited-duration parking permit, usually in exchange for payment (coins and/or bank cards and other magnetic cards). The transaction, which was most often recorded by a ticket placed behind the windshield, is increasingly being digitized through the entry of the vehicle registration number on the machine's keypad. A parking meter typically serves an area with around twenty parking spaces. See also Parking Meter.

All the hardware and software equipment that enables the power supply and management of electric vehicle charging. The acronym EVCI stands for " Electric Vehicle Charging Infrastructure "

Theinventory of on-street parking is established by a survey of the supply (quantity and regulations) and the legal and illegal demand (number of parked vehicles), for each section of street.

A set of directional signs indicating to drivers where they can park, depending on their final destination. The message displayed can be fixed (permanent) or dynamic (variable).

Automatic license plate recognition (ALPR) systems operate by analyzing images. They can be used to facilitate and manage access to parking lots (fixed installations). They can also assist in monitoring paid parking (on personal digital assistants used by officers on foot, or as onboard systems in cars or even on scooters). However, in France, they are not authorized for use by municipalities in the exercise of their judicial police powers related to traffic violations.

These parking spaces, recessed into the sidewalk, are named as such because the first ones were created on a street called Lincoln in Paris.

(or parallel parking) Organization of parking spaces parallel to the traffic lane. See also perpendicular and angled.

Relating to a mode of transport (car, two-wheeler, public transport, walking, etc.), modal share is the proportion of people using a given mode of transport, compared to all people traveling. Modal distribution is the breakdown of people traveling by mode of transport, expressed as a percentage. transfer Modal is a temporary or long-term change from one usual mode of transport to another. Modal shift is the adoption of a new usual mode of transport at the expense of another.

All modes of transport powered solely by human energy: walking, cycling, scootering…

The ability to use different modes of transport, individual or collective, to make the same journey depending on the day. See also Intermodality.

A concept developed by SARECO, programmed pooling consists of limiting the private supply associated with each real estate project, accompanied by the creation of shared parking facilities that bring together the complementary needs of several nearby projects.

A system for collecting, measuring and analyzing data to produce a set of ratios and information measured at more or less regular intervals, allowing us to judge the quality of parking operations in a neighborhood, city or urban area, and its evolution.

A survey aimed at determining the level of road occupancy by parked vehicles, as well as the level of compliance with regulations. This type of survey has been standardized by CEREMA.

Acquittement de la redevance du stationnement payant dès l'arrivée du véhicule, pour la durée prévue de stationnement (prépaiement). S'oppose au FPS qui se paye après le stationnement.

(or mechanical park) A park designed so that the vehicle is dropped off and then picked up by its driver at the entrance. Movement within the park is done without human intervention.

(or silo) Parking facility with one or more levels above ground.

Ground-level parking lot, with or without access control, paid or free, and whose boundaries are marked by a fence.

(or rotating parking lot) A parking lot intended, in whole or in part, for occasional customers with short- or medium-term parking needs, and where payment is calculated based on the vehicle's time in the lot. This contrasts with, in particular, residential parking lots.

A parking facility that combines the complementary needs of several parking providers located in the same area. The parking needs of these providers can be partially met by their own private parking facilities. (see Planned Pooling)

Parking lot allocated exclusively to a specific generator or group of generators (shopping center, hotel, leisure center...).

Espace à accès contrôlés destiné au stationnement, non affecté exclusivement à un générateur spécifique et accueillant toujours des visiteurs et souvent des abonnés. Voir aussi : Garage commercial.

Parc de stationnement réalisé à proximité d’une station de transports collectifs et conçu pour inciter les automobilistes à utiliser les transports collectifs. Cette dénomination a été retenue pour que ses initiales coïncident avec celles du concept britannique de "Park and Ride" ou "P R" d’Europe du Nord. Voir aussi Intermodalité.
Le nombre élevé de synonymes témoigne des difficultés de communication rencontrées par les pouvoirs publics : PSR (Parc de Stationnement Régional), PIR (Parc d’Intérêt Régional), parc de rabattement, parc de liaison, parc de transit, parc de persuasion, parc de dissuasion…

This parking facility is primarily intended for long-term parking by residents. It differs significantly from parking hourly.

A prepaid paper card, to be affixed behind the windshield, authorizing parking in a regulated space for a period corresponding to the zones revealed by the driver through scratching. The period may be expressed in hours, days, or months, depending on local regulations.

(ou Parcomètre) Appareil automatique affecté à une place de stationnement payant pour permettre la perception et le contrôle des paiements. Le parcmètre décompte et affiche le temps restant de stationnement autorisé après encaissement du droit correspondant. Voir aussi Horodateur.

(or individual parking meter, or portable parking meter) These small electronic devices were placed behind the windshield and, through prepayment, allowed drivers to pay for parking. Examples: PIAF, DYNAPARK (Belgium). They have been superseded by mobile phone payments.

A person who commutes daily between home and work. The movement of these people, in one direction in the morning and in the other in the evening, is reminiscent of that of a pendulum.

(formerly angled parking) Organization of parking spaces perpendicular to the traffic lane. See also parallel and angled.

(where applicable: administrative travel plan - PDA; synonym: Mobility Plan) All measures taken within a company or business unit, aimed at promoting alternatives to the use of private cars for commuting to work.

Urban Mobility Plans (PDU) are all measures taken at the metropolitan level to reduce air pollution through better organization of the movement of people and goods. Parking policy is a key element in this. PDUs were introduced by the Law on the Orientation of Domestic Transport (LOTI - 1982) and are regulated by the Law on Solidarity and Urban Renewal (SRU - 2000).

Equipment allowing the charging of one and only one electric vehicle, although it sometimes has several plugs of different formats to be compatible with a larger number of vehicles.

(or intermodal) Interface and coordination site between different passenger transport services. It generally includes parking for individual mechanical modes (cars, motorized two-wheelers, bicycles).

Parking payment after using the service.

Partial or full payment for parking before using the service.

A procedural document drawn up by a public officer or any sworn person, relating findings of offences, particularly to parking regulations.

A report documenting a parking violation, created digitally and processed by the National Processing Center in Rennes, results in a notice of violation being sent to the offender's home address, specifying the amount of the fine due.
